"This championship is in dedication of my child my daughter, because the initial championship I got when my older daughter Alisa was born was for her."
The athlete, the former major winner, had been defeated in his last six championship matches, comprising in that event earlier this year.
Medvedev's counter-punching approach and frequent reactions on the tennis court had prompted observers to question if his ability to play at the elite level was over.
Yet the athlete has altered his approach in the past month, striving to approach the net and play assertively, backed up by an enhanced serve.
Medvedev came back from a break down in the opening set against the difficult Moutet, taking four of the final five exchanges to go ahead.
The pair swapped breaks in the middle set before the Frenchman, striving for his initial professional title, gained dominance to push for a decider.
He rescued four early-game break points in a competitive third set before the Russian secured a break to 15 to close out the victory.
Suitably, he earned the title with a rally at the net, with his opponent failing to manage a volley after two hours and 38 minutes.
