The Demise of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble
Europe felt a moment of respite on Monday, as the tension caused by the presentation of a new 28-article proposal for achieving ceasefire appeared β briefly β to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are fought: positive announcements are issued from various governments. Significant resources is allocated on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the key method for achieving "peace".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a capability provided through current data. From vantage locations, military aircraft that had been scrambled to engage hostile guided weapons flew past β sophisticated military planes supplied to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense activated: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every deployment jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: maybe the hostile projectile won't strike its target this time, preventing destruction from devastation and another blackout.
Continuous Dangers
Following this, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group β most likely allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV β it pressed on overhead toward its objective.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines β experiencing conflict. But those 24 hours illustrated Ukraine's vital need on external assistance β a dependence that regional partners are demonstrably unable to fill in the immediate future.
Failed Diplomacy
The comprehensive proposal from US administration provoked deep reactions, debate and profound anxiety β and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This trend will, undoubtedly, continue.
Political Considerations
It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is impossible to pressure the Kremlin to relinquish the land that it already controls in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, Washington does nothing to deter Moscow, through statements or actions, from believing that the current condition will not change more in its favour in the coming year.
Divergent Views
Therefore, Moscow is convinced that duration works to their advantage β that Ukraine and its supporters are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding civilians and areas but avoiding a complete military breakdown until situations evolve in its favour.
Current Realities
Realistically, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's dual difficulties β on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a just a single week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.
While new plans based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
