UK Local Authorities Plan to Dispose of Social Clubs and Leisure Facilities to Manage Finances

Based on a recent survey of municipal councils, UK councils are planning to offload community centers, sports centres, and shopping arcades as they bet on a fire sale of properties to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in England reported that six out of ten of local authorities are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and land to shore up their finances, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a significant number of councils seeking to raise money from a quick sale of holdings represented “a clear change from 2024, when the majority (six in ten) of municipal officials said they would prioritise service redesigns and utilising financial reserves to weather increasing financial challenges.”

Detailed Examples of Proposed Disposals

One local authority in Kent said its asset disposal plan featured the sale of a retail complex in a local town and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the plan.

Council Tax Increases and Broader Financial Strains

This research of councils in the coalition, which covers several urban centers, further found that over seven in ten of councils will have to raise council taxes next April to cover the growing cost of essential services, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these take time to achieve both improved services and cost efficiency,” said a council leader.

He added: “We face demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of county councils recently further found local finances being strained by the increasing figures of children and older individuals needing special educational assistance.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have delayed planned reforms to the Send system until next year after a policy document outlining those reforms has been postponed.

Deprivation and Funding Shortfalls

Based on the most recent deprivation measures (IMD) for UK local authorities, many key cities members were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest deprivation indices,” said the report.

“Although only a single urban area is among the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The figures underscores the scale of challenges facing municipal officials across major urban centers in the next twelve months,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable funding system that reflects and responds to the actual extent of deprivation and demand,” said Michael Mordey.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the survey found.
